I’m interested in finding a place that publishes press releases plus distributes to media outlets on an ala carte basis (i.e., write your own PR and they charge for distributing this one release). The services I am familiar with charge monthly fees but most small business have only a couple of PRs per year.

Joe, you may want to check out http://www.KachingTraffic.com for a great system to do this yourself.

Also, http://www.IdeaMarketers.com has an option to publish articles as press releases.

Understand that online press releases are for web traffic, not to get you on Oprah. (Not sure if that was your goal, but had to clarify).
    :-)
